Around 7 million active individual microentrepreneurs (MEI) work in the services sector, according to DataSebrae’s MEI Profile survey, and can become suppliers to public bodies across the country through the Contrata+Brasil platform. To increase the participation of these small businesses in public purchases, Sebrae and the Ministry of Management, Innovation and Public Services (MGI) signed, this Tuesday (9), a Technical Cooperation Agreement (ACT) to increase the efficiency, effectiveness and effectiveness of public management with innovative tools and practices for federal, state and municipal public bodies.
The partnership was signed during the XI National Forum of the Partnerships, Transfers and Public Procurement Network (Parcom 2026). The agreement provides for carrying out diagnoses and analyses, development, improvement, support and dissemination of computerized management solutions and support for public policies, strengthening governance and implementation of programs and projects aimed at reducing the distance between Brazilian entrepreneurs and the universe of public purchasing and contracting in the three spheres of government.

The partnership is directly linked to Contrata+Brasil, a true digital public marketplace integrated into the federal government’s public logistics ecosystem, to connect public managers and local suppliers in a simple, transparent, agile and secure way. The union between Sebrae and the Ministry of Management and Innovation will allow progress in the maintenance and evolution of the platformimproving user experience, strengthening transparency and data governance and mobilizing, training and training multipliers throughout the national territory.

In addition to signing the Technical Cooperation Agreement, Sebrae is working directly with managers who are participating in the National Forum of the Partnership, Transfer and Public Procurement Network (Parcom). At the entity’s stand at the event, participants can join Contrata+Brasil and have access to information about the program and other solutions made available by Sebrae.
Furthermore, a panel led by Sebrae’s Public Policy analyst, Alexander de Melo, this Tuesday (9), addressed the public purchasing program, detailing the services that can be provided, values and acquisition opportunities. Currently, more than 1,800 organizations and more than 11,000 individual microentrepreneurs (MEI) from 107 categories are registered on the platform.
Public purchases from MSEs
In 2024, public purchases from micro and small companies totaled almost R$60 billion. In 2025, there were almost R$106 billion in hiring, an increase of 77% compared to the previous year. However, the market still has a lot of room for expansion: public purchases exceed R$1 trillion and represent around 16% of Brazil’s Gross Domestic Product (GDP).
